It is difficult to say what is the maximum size of file as it gets compressed before it is uploaded and different types of file will compress better than others (depending on the amount of text and graphics in the file). But, the size of the files you have mentioned sound quite small so I don't think size is an issue in this case.

We have seen encrypted pdfs that have issues with uploading and sometimes pdfs with strange characters embedded in the file that cause similar problems. Would you be able to email the 3 files to me (eppisupport@ioe.ac.uk) so I can have a look at them. If you let me know (in the email) the review and which items the pdfs should be uploaded to I can try to sort it out from here.
