I am guessing that you already know that you can obtain what you need through the search facility.

You'll need to create one "search" per code-set, choosing the "[Find Documents] that don't have any codes from this set" option.

You can then select all these searches (I am aware they might be quite a few)  and "Combine" them using the "AND" operator. Note that all searches are static: they return the items that fulfilled the criteria at the time when the search was created.

Let us know if you think a "[Find Documents] without any code" new type of search is what you would like. This would be a "new feature" request and we'll try to fill it in our development plan (it should not be too difficult to write).
