We are restricting this possibility to administrators only as a form of precaution: some Code-Sets may be the result of a lot of work and their authors may not wish "simple" collaborators to be able to reproduce them effortlessly for their own (private or otherwise) means. We think we can afford keeping this rather stringent limitation in place because it's certainly possible to overcome it "on request", in at least two ways:

1) you could ask the "source" review owner to grant you administrative rights on the review (we will have to apply the rights on our side), this can be reversed at any time.
2) if you wish us, and if the review owner sends us an explicit permission, we can copy a Code-set for you on a "per request" basis.

Both options are part of our standard support, no charge is involved. Please feel free to send the details to eppisupport@ioe.ac.uk (reviews details, the code-set(s) to be copied, the acknowledgment from the review owner...) in case you'll wish to proceed.
