I am sorry for the inconvenience and I don't know for sure why you are experiencing it. The only general reason I can think of, explaining why this could happen, implies that perhaps you are accessing EPPI-Reviewer from different computers. On one (or more) of these, but not all, your popup blocker might interfere with the "download" feature, as it instructs the browser to open a new tab/window. In such cases, the browser should show a warning, but this can be small and easy to miss. Alternatively, it might be a problem with Acrobat reader in one or more of your computers.

If the above doesn't apply, in order to investigate this issue I'll need to know the following:

1. What browser you are using and if you access EPPI-Reviewer from different computers/browsers.
2. Does the problem apply to specific PDF files and/or how can I try to replicate it?
