The National Council for Special Education (NCSE) was established to improve the delivery of education services to persons with special educational needs, with particular emphasis on children.

Its main functions are:

• to plan and coordinate the provision of education and support services to children with special educational needs in schools;
• to conduct and commission research in the area of special education; and
• to advise the Minister in relation to the education of children with special educational needs.
